Electoral Commissioner Mr George Manu

Mr George Manu was confirmed the Electoral Commissioner of the Autonomous Region of Bougainville by the Bougainville Executive Council (BEC) on the 1st of October 2017, with his gazettement done on 29th September 2017.

His appointment is for a term of five years. Before his confirmation to that post, he has been acting on this position since 2014 when he was first appointed Acting Electoral Commissioner by the BEC. His immediate task following his appointment in 2014 was to conduct the five ABG By-Elections for Peit, Hagogohe, Taonita Tinputs, Kongara and Lule constituency seats in the Bougainville House of Representatives.

The other major electoral activities that have also been successfully conducted under Mr Manu’s leadership are the 2015 ABG General Elections, 2017 Bougainville non-urban Community Government Elections and the 2018 Bougainville urban Community Government Elections.

Before being appointed to the Acting Electoral Commissioner position, Mr Manu had worked for over 38 years with the public service, and possesses extensive experience and knowledge of public administration. Mr Manu began his public service career as a Patrol Officer in the Ambunti district of East Sepik province, before making his way up the ranks of the Bougainville Public Service. The highest position he held before taking up the Acting Electoral Commissioner position was Acting Deputy Administrator-Operations of the Bougainville Public Service.

Functions of the Electoral Commissioner
The role of Bougainville Electoral Commissioner is a statutory appointment under the Bougainville Constitution and is responsible for the conduct of elections to the Bougainville House of Representatives.

The Bougainville Elections Act 2007 also sets out that the Commissioner has the following additional functions-

  1. To conduct the election of other levels of formal government below the level of the Autonomous Bougainville Government as recognised or created under Section 49 of the Bougainville Constitution; and
  2. To organise, assist or observe in the conduct of other elections for entities or organisations in Bougainville as directed by a decision of the Bougainville Executive Council.

In the performance of his functions, duties and responsibilities under the Bougainville Constitution, the Bougainville Electoral Commissioner is not subject to direction or control by any person or authority.
